Recruitment Difficulties In Chinese Factories Highlighted

At the beginning of March 2021, the news of “factory bosses lining up on the street to be selected” was splashed across all major platforms in China.

Some bosses said: “In the past, factories selected workers, but now workers are picking bosses, because now the Young people born after 90/ 00 won’t learn this”.  From the “fancy snatching” in 2020 to the factory bosses lining up to be selected in the streets in 2021, the problem of labor has become a serious constraint to the development of manufacturing enterprises.

It has been said that there is “no one left to successor” for the shoemaker. The reason is that most of the current shoemakers are Generation X (60s-70s ), a generation of hard-working people who hope to make the next generation’s living conditions change through their own efforts.

Generation Y (80s-90s) have the foundation of the conditions provided by their predecessors, they are more educated and have a higher starting point than the previous generation, and are simply no longer willing to work as front-line production workers.

But, here it is a different story. The production base of the well-known Chinese company Hongxing Erke (Anyue County, Sichuan Province, China) has seen a significant increase in orders this year and is facing the need to open two additional production lines at the start of the year. Yet 531 workers were onboarded in a week’s time.

Why is it so easy for them to recruit? After investigation, we learned that the enterprise recruited workers in the Spring Festival of 2020, the local government organised more than 5,000 workers to visit the footwear industrial park for job selection in 2 weeks, and more than 3,000 people actually arrived at the job.

2021 Spring Festival recruitment, more than 3,000 people visited the park in 1 week, and more than 2,000 people actually arrived at the job. And all recruitment costs were borne by the local government.

Local workers say: “All these factories are still relatively satisfactory …… “. Most of them think after visiting that they have been running around in the field all year round and have not paid serious attention to the development of industries in their hometown. Only after the visit did they find that there are so many enterprises transferred from coastal cities, they are still very satisfied, they can earn money anywhere and there is no need to go to coastal cities to work anymore.

County-wide action, so this is how they recruit ……

In fact, as early as 2019 Anyue government has realized that: industry to develop employing people is the first core issue, and will recruit workers to form a government work mechanism, the whole county action.

With a population of 1.63 million, Anyue County is the most populous county in Sichuan Province, China. There are also Suining, Neijiang, Nanchong, Tongnan and Dazu within an hour’s drive, with a population of 10 million, making it the best place to develop the footwear and clothing industry. With the opening up of China’s inland economy, more and more workers are no longer willing to work in coastal cities and local employment has become the theme of the future.

Anyue County is constantly improving its business environment, and the government has a strong sense of service, providing “nanny” services for the development of the industry and a strong mobilisation capacity. In just a week’s time, cadres from 48 townships across the county went from street to street, sending workers to enterprises.

According to the survey, orders from China’s Anyue footwear industry have resumed in a big way this year. An Yue’s excellent business environment has attracted a large number of Chinese coastal enterprises to visit the area, and many of them have already signed investment agreements. The “eastward shift of enterprises to the west” is a major trend in the reshaping of China’s manufacturing industry pattern.

As China’s economy develops and gains strength, the needs of workers have also changed. In the past, workers from all over China went to work in coastal cities, but now many workers are willing to work close to them for lower wages, and it is also convenient for them to take care of their children and parents.

Anyue Footwear Industrial Park is a new footwear industrial base. China’s Sichuan Province supports the development of the footwear industry in Anyue and has planned to create a “Footwear Capital of Western China”.

A shoe culture museum, an industrial research and development centre, an innovation incubation centre and a commercial area are planned. After the project is completed, it will significantly improve the status quo of the economic development zone’s living support, allowing the park’s resident enterprises to “stay and live well”.

Based on the current dispersion of the footwear industry throughout Sichuan, it is a major trend for a large number of footwear enterprises to flock to Anyue. An Yue is located at the centre of the economic circle of Chengdu and Chongqing, and will undoubtedly become the core gathering place of the footwear industry in the whole of Southwest China, and one of the main bases of the footwear industry in China, with immeasurable investment value.
